Just 2 points to note:
- you do not need military access for pass Panama Canal. This is in general for most sea routes unless it is controlled by enemy.
- if you create own faction it can interfere with joining other faction you may want (Allies)
I know about the hover.... same as in EU4. What I’m asking is how can I influence them further to give US military access. Such a small nation should eventually give in to US diplomatic pressure, especially a nation like Panama that was historically tied to the US.
Also, I’m not asking about passing through the canal. I’m asking for military access. Those are two separate things. I want troops in those jungles.
But in time it can change (especially if the said country is threatened, some changes in ideology occur or war started)
