Problems executing case anton

I did i quick rush and capitulated France as Germany before the end of 1936 and i got the dissension "execute Case Anton". I took all of their territory including north Africa and savoy and puppet-ed all of the southern french provinces turning them to vichy france but without using the event, i then declared war on italy and let them take savoy so all requirements are filled but i still can execute the mission, do i need to get the establish vichy france event to do it?

Case Anton has to do with annexing vichy france, so I imagine vichy france has to exist to also seize the french navy.

i did create vichy france through puppeting them but i guess maybe it has to be only done with the event

You need to be fighting against Free France. If Free France doesn't, exist, you can't finish the event.

You could also simply annex Vichy France via the puppet system as long as you have the DLC. Lend lease them equipment, save political power, and you can annex them and their fleet.
