If so you don't need to annex the Czechs right away though it is preferable. Even if you annex you will still have to face the Sudetenland focus from Germany to my knowledge, so you will have to join the Axis to prevent that loss.
Or are we talking about "Australia-Hungary"?
That one is actually quite easy though it's been a while for me so the procedure might be wonky.
Research paratroopers, build them, break free from the UK and turn fascist, join the Axis and justify on Hungary before they can join the Axis as well. Declare war and drop in around Budapest (not on it) then quickly overwhelm the defenders. Move out from Budapest to the other two VPs east and south and bobs your uncle.
Should be doable by end of '38
Otherwise there is tons of guides for this, jsut use google - it is far from impossible.
