It's already on the SSD. No mods installed. The game fails to properly use my CPU and GPU. Yes, other games use all the power available with uncapped framerate.
What about the save files? Those are usually stored in "My Documents" which for me was on a HDD at first.
I'm going to be honest about this game, there's something deeply wrong with how it runs things because throwing more power at it doesn't actually make the game run better 9 times out of 10. Sometimes it actually plays worse on higher end PC's than lower end.
However, I will add that your problem is likely the I5. A 10th gen I5 is slightly worse for gaming than a 9th gen I7.
Not that something like that should be necessary on a game this old, but well, Paradox has never really been that great at optimisation.
On my part, I'm on an i7 late 8th gen and I have few issues though, so it's possibly just bad luck, software combination issues or the 10th gen I5's has something that doesn't run as well on certain games.
Sometimes that just happens, especially with significantly older games with limits on how many cores they can use since a lot of modern processors swapped to adding cores instead of improving the ones they had. Hoi4 shouldn't be that old though.
