So, why do you have manpower problems and in which year are you?
Did you go on total mobilization during the civil war and forgot about women in the workforce (this gives you -3 % recruitable population)?
Do you have to much garrison troops and to low compliance?
Anyway, to get manpower or at least the troops of puppets you can get iraq, iran and afghanistan as puppets. It is really important to take "expand the saadabad pact" before "reclaim the fallen empire". Otherwise, "the pan national association of ulemas" (the focus which gives you the puppets) cancels automatically.
After you completed "reclaim the fallen empire" you get decisions which give you cores and manpower on certain territories if you conquer them.
Of course, if you are a good player, you would just exploit the AI and world tension to steamroll everything before 1941.
