If you really have to fight them, spam subs and naval fighters. Send an attach or get a naval advisor to get the exp needed.
If you want to retake the mainland first, you can leave your faction and clobber your neighbors when Japan re-invades.
Like i said, I cant build any ships because China holds the conquered provinces.
I had only the option to declare war on China through infiltration and now the whole united front is attacking and bleeding out in the mountains of my starting province.
