If you're asking how to change the default template for the auto-garrison feature, then it's in the Occupied Territories tab in the main tab on the left when one clicks on one's flag.

No sorry I know that already.

I was playing as Sweden recently and I couldn't change the garrison template that it chose for occupied territories even though I was only owning core territory at the start of the game. I thought there was a way to change this even at the very start of the game, or would you just have to modify your 1st division for this / wait until you occupy territory that isn't cores to change it?

It'll be the template at the top of your list by default usually.

You can only change the default garrison template when you have occupied territory to garrison ... because the occupations tab is greyed out till then.

You can still create a garrison template ready for occupations though,
