Is there a Cheat or Console Command or smth to Free all puppet states/countries?
Would like to see/play a Non-Historical Game where no one controls any sort of Puppets or Vassels or whatever at the start of the game, is there an easy way of doing that if at all?

No, only if u annex and release not as puppet

Use console command "annex TAG" with TAG being the tag of the nation in question and then release it through your management page as an independent nation.
Note it will have your ideology and no starting units or navies.
