Is China too nerfed in this game?
I feel like their negative army modifiers are much more difficult to get rid of than the USSR's especially since the USSR has 5 years to get ready for war whereas China has just 1.

China did manage to lose their war vs Japan IRL. The devs had to make sure that happens with some consistency in the game, with or without player intervention.

They didnt lose IRL. It remainded a stalemate after Japan took most of the coastline. China was still fighting right up until the Japanese withdrawal

You're "supposed" to be steamrolled early on then hold out like irl, but if you play your cards right you can just hold at your border

Fits, early beatup of China for a later more stable holding on the interior.
AI does a poor job at this though.

China almost needs a nerf, even with -50% attack you can still kill japan by 1939. China is only a challenge when you do straight historical decisions, to which you might get pushed back.

There is no reason to complain about the Chinese military being "nerfed" in a game centered around this time period, just as there is no reason to complain about the French political and economic system being "nerfed" in a game centered around this time period, or the German military being "buffed", or American manufacturing being "buffed", or Soviet manpower being "OP", etc etc etc.

Do some research, then come back to the HISTORICAL grand strategy

Care to share how? I've managed to easily conquer Japan as Manchukuo in a couple years yet no matter what I've tried as China I've seem to fail terribly.

It can be pretty easy to beat Japan with China early on, if you play enough on historical everything is very predictable and it just comes down to trial and error. there's plenty of youtube guides too with and without cheesing it.

One cheese strat I found was to simply eliminate Communist China before Japan invades. I did 1-3 focuses on research/politics/army, then beelined down to the focuses to puppet or war the warlords and communist china. Either they (puppets) submit, which is honestly the worse option, but prevents them from doing the political manuevering later or they decline, which lets you invade them instantly. Great for getting cores and industry which you sorely lack at the start.

Taking out Communist China also presents a golden opportunity to eliminate your army debuffs. Grind on the border or fall back, make them leave the mountains, then encircle them. Mixing the two, fighting on a non-fortified plains tile is much easier than fighting on a mountain tile behind a river. I've easily gotten 200+ exp from this, letting me remove most of the debuffs and set up 20/40 width divisions.

Going to war in 36/37 is great because the AI doesn't have enough guns to mass stack every tile with its divisions. Even though you might lose some guns/manpower in these wars, you'll gain far more by taking the land and gaining exp.
