Cant form Byzantine Greece

I just bought the Bospurus DLC and played as greece, took over turkey by myself as fascist greece and went all the way down to Byzantine Themata Focus. After annexing all of turkey I'm not given the decision to form Byzantium. What am I doing wrong?

did you go democratic or stay non aligned after the elections? you can only form byzantium if you go democratic and make the majors hate you at the heraklion conference

I allowed a fascist coup, I followed this youtube guide because it never worked for me and that was how he did it. Ive also posted my screen shots below so you can see my decisions and my focus.

Are you sure you have all the required land? Read what the requirements are and check against that. On a side note, once you form the byzantine empire you can't integrate separate nations into the empire which is stupid. You need like Bulgaria, Yugoslavia, etc to all be under your control before you can integrate all that land. Kinda silly imo.

You havent finished the Byzantine Themata focus which is why you don't have the decisions unlocked

"edit" Sorry about that. My mistake. You only need the "Reviving the double-headed eagle" to form Byzantium as well as all Greek and Turkish states (apparently doesnt count Dodecanese which is weird)

Cheated obviously. Used "fa" and "set_ruling_party fascism" to get to the same focuses that you have, then used "annex TUR".
With that small test it is clear that you only need to take over Turkey to be able to form Byzantium.
Not sure why the decision itself isn't showing up for you however.

@Mikey do you have waking the tiger dlc? Im thinking theres a bug that it foesnt show up for me since I dont own that DLC

Honestly seems like a bug. I have reformed Byzantium multiple times (still struggling getting Bad Romeance achieve), but you definitely have all the requisite land and foci for the decision. Though is Turkey just capitulated and still at war with you via a faction or you have annexed them. Don't know if that makes a difference, but some decisions in the game are particular about owning and controlling over just controlling.
