If you find yourself wanting to play any of these nations without the use of mods, then there OK, at launch Turkey was crap, because it took until 1940 before you could do any conquering to do stuff like reform the Ottoman's, they did reduce the focus length to get to the more interesting stuff by about 185 days, so its not as bad now.
The DLC's that add new Mechanics would be, well literally all the other ones, BFTB is the first micro DLC they have done that simply adds flavour to a handfull of minor nations, hence why it is refered to as a country pack, as normally we would be lucky to get any fresh content for Hoi4 once a year, at least with these country packs, we should see more content more often.
Many players were content to rip BFTB apart tho mainly because nations like italy and USSR havnt been updated since launch, and it shows, but BFTB was not made by the core team, and instead was outsourced to allow the dev's to work on the next big update, which is referred to as "Barberossa"
Is BFTB worth the money, that soley depends on whether you would actually want to play Greece, Bulgaria, or Turkey, and even then, if you only want to go for any achievements, as one can find some half decent, or even better Focus Tree's for said nations from the steam workshop.
That or if you just want to support the Dev's monetry wise
