Is it still possible to flip to fascist playing as America without a civil war?

Been a long time since I played America. Last time I played, all you had to do was hire the fascist demagogue and the usual "fascism is on the rise" or whatever with "open up political discourse" and the eventual "hold national referendum" decision tree opened up.

Almost 30% fascist and no decision to open political discourse, despite having hired the demagogue.

Can't really tell you how but my last game I did it without civil war just ref, maybe you need more % on the pie. Also did the same thing just get demagog guy, then again I play without dlcs

Yeah, maybe one of the few DLC I have make it more difficult. Civil war started at 30% for me. Didn't have a choice.

It will take you about 4-5 years to get enough fascism for it to force convert and you won't be able to use the fascist civil war part of the focus tree. So ye really the civil war is only way.
1940 November is the Election day where you can become fascist if you have a fascist majority.
