What divisions to use as Japan?
Whenever I fight China they always beat me in the North by throwing 59,432,565,342,565,908,123,354,324,765 divisions at me. Is there something wrong with the division template(They are fully reinforced)?

Light tanks & motorised that can break through and create encirclements.

4/6 Light Tank/Motorized for encircling early chinese forces, 10/0 infantry for holding the lines, and 7/2 infantry for supporting the tanks. Japan has enough industry for all of this early game.

Use Marines to snag random bits of coastline, drawing chinese forces from the front.
China is pure infantry. No air force or tanks. That means you can focus on soft attack. You can also use light tanks to serious effect because they can't pierce.

Pre-NSB... 14/4s are probably your best bet. Your industry is pretty weak as early Japan, but you don't need much. A handful of 40 width divisions can encircle a few divisions at a time. China will quickly run out of guns, allowing you to push with any and all units.

Just remember to naval invade to split their forces. Spam the escalate that war decisions to remove your debuffs. Use your airforce/navy to buff your troops and debuff theirs.
China with WtT starts with some serious debuffs. Encircle and push enough times before they can clear the debuffs will let you push with ease. You just need to take enough guns from them that they're stuck in a downward spiral.

You should be able to manage just fine with 20w infantry and some cavalry divisions.
Don't call your puppets in to the war and just stack as much as supply will allow on the small frontline (you might not even need that much though, i think i usually just use one army and whatever my puppets give me). Make sure to move divisions around if they start losing.
Let them destroy themselves throwing troops at you.

Naval invade along the coast and start doing small encirclements with your cavalry.
If you're feeling confident start from Qinghai and try to work north and encircle all their troops on their frontline.

Also remember to wait until you've lowered or removed the marco polo debuff before going fully on the offensive.

I assume you are starting the war on historical 1937. You start the war later than 1939 then China will have some decent divisions. You can beat China with the starting divisions. You just need to add artillery support on you divisions. The key to winning in China is moving armies around. China doesn't have enough full strength divisions to defend everywhere. Naval invade where you can capture ports then move armies either to north, central, or south china to attack pushing China back. You run into to many divisions then move divisions elsewhere to attack or launch weak attacks elsewhere to draw enemy divisions away. Also, make sure you have infantry equipment since China has very bad attrition. The super bad attrition is where you are actually losing manpower and equipment. Always think about supply before moving anywhere in China.

You conquer China the you get about 400,000 manpower, 12 steel, and like 4 aluminum. Not really that great. After 5 years, you get around 5,000,000 manpower, 80 steel and about 20 aluminum without the resources upgrades. I might be off on the numbers since it been awhile since I played Japan. You got the DLC with spies, then its crazy easy to conquer China and get resources from China after a few months instead of years.

When I play cavalry go just as fast as infantry.

What the hell is a Pre-NSB 14/4?
No Step Back is the next DLC and the update that comes with it is changing how combat works. Specifically combat width, as the devs wish to move away from 20/40 width divisions being the pure meta.
14/4 is a 40 width division using 14 infantry and 4 line artillery. It's the current optimal division for high soft attack, 40 width, cheap industry. It's cheap to produce and will delete anything the Chinese AI will pump out. No need for expensive, fuel sucking tanks and mobile inf.
