The Guard tool is more of an "area of operation" tool. Any units assigned to it park themselves in relevant locations then respond to threats that appear in their AoO
Unlike other orders, all units in an Army must do Area Defense, so one can't set some of an Army's units to manually sit in ports while the rest react to threats while in Area Defense mode.
that seems like a good strat, i just set fallback lines for every single port but there is so many... next time ill try this!
