Keep whole navy after Civil war
I think that after the german civil war, you should be able to capture the ships if you didnt engage in naval battles. That would make more sense.

I think that is a great idea, that would also help whoever wins the spanish civil war and make Spain a bit more of a threat.

I like the idea, but in terms of "sense" its likely currently intentional as-is. When the French surrendered irl, there was a big moment of drama in terms of who would get their Navy (Vichy, the Free French or the Germans). Basically the Navy officers for the French were on the verge of scuttling them (ie. blowing holes in the bottom of their own ships so the enemy couldnt get them). when the British Navy showed up and decided to help them along with it.

There is a pretty big difference between a civil war and a collaboration government after a defeat. The Vichy French and Free French didn't even really want to fight each other at first, let alone scuttle their fleet, but the threat of a German (or British) takeover pushed them to consider (and eventually follow through) with it.

In the event of a civil war, ships shouldn't just cease to exist (particularly if they never fought), although they shouldn't be unaffected either (some stubborn holdouts might just scuttle their ships rather than hand them over to communists or fascists, for instance).
