How to form the Holy roman empire

after watchimng the drew durnil video and going through the comments I saw comments saying it was not a mod but a event that you can get to form the HRE so how do I get the event?

It's a long list of requirements that shows in the decision tab. Basically, conquer every province of Africa, UK, France, Yugoslavia, Greece, Turkey, Spain, and Bulgaria. It sucks honestly, as it just makes these provinces your core. It's also extremely challenging to do.

Have the Hindenburg survive and make sure the dutch do not let Kaiser Wilhelm the 2nd free, after that you'll need to conquer Belgium, Luxembourg, the Netherlands, France, Italy and you need Austria(you dont need to conquer them, just form a faction with them) and you should be good

Plus you need Waking the Tiger DLC.
