Why have South Africa not a fascist goverment ? in national focus i can. In national focus i have war messaure act and i have not seen any refferendum !!??

He is right, getting the demagogue doesn't work.
I did two playthroughs last night and on the second run I rushed the entire Fascist national focus tree + the demagogue + achieved independence, and I had a 50%+ party support before the may, 1938 election. Still no referendum. I decided to go through with the civil war which was a terrible mistake, Italy (still fascist) had sent volunteer troops to democratic South Africa along with the Soviets, and British. This doesn't make a grain of ♥♥♥♥♥♥' sense. I'm using console commands for my next playthough.
