Avoid Communist-Civil-War as fascist France?

Three times now I have played fascist France, banned communism and had 0% communism support and still got a civil war. How do you avoid this?

dont ban them, thats how you start the civil war

the civil war happens when your stability goes under 30% i think. you can ban them

I did ban them but I still get the civil war

I don't know if it goes into a consideration but for me I went as fast as possible to ban them , even if my stability was lower than 50% never had civil war, and every pop up that asks you which option to choose for example ( accept 10% of communism or take -5% stability and 5% of democracy I always chose the communism one because the communism will fall down anyway with focus done ( except the rioters - went with prosecuting them ) ( Was playing on Vanilla , no dlc , no mods game though )

Make sure to rush Goverment focus over industry and military. Ban communism if you don't go to it. Invest 100 pp into stability buff decision. If there is pop-up about communism in country, choose to give them popularity (ban spirit will decrease them very quickly and you will save Stability).
