What is the COUNTRY modifier for in autonomy? Playing as British Raj and cannot increase my autonomy at all because of this negative modifier that literally keeps increasing against me..

i am telling you what is effecting me, it is a modifier just called Country when i hover over the autonomy bar, it is a modifier in the effects on autonomy which just keeps increasing called COUNTRY
