Menu is buggy and freezing

For several months when starting HoI4, the game menu is buggy and freezing. I've never had anything like it. I deleted mods and the game itself several times - it didn't help. I cleared the PC from the cache - it didn't help either. Because of this problem, I can't play HoI4. What would you advise to do in a similar situation?
