Democratic reformer not working
So I played Germany and I went for the oppose hitler. To speed things up I used console to auto complete focus and get some political power, as well as annexing D01 to skip the civil war. The problem is that I got a communism reformer there, and I got the decision to open up political discourse. Then I made a referendum to switch my government to communism. After that I appointed a democratic reformer but no decision is popping out. Is it a bug or something? I cannot do democratic reform for austro-hungary as well.

To my knowledge you can only flip a country but not flip-flop between ideologies unless it's done thru foci.

Oh, now I know why I am unable to flip-flop between ideologies. But I am still curious why I can't switch to democratic with Austra-Hungary
