Executing nuclear strikes on Japan as the Soviet Union does nothing?
As the Soviets I was fighting Japan. I got the event 'nuclear strikes on Japanese soil'. So i nuked Japan two times, and both the first and second nuclear strike were marked as done in the event. But then it said failed and nothing happened. I thought it would fail if i didn't nuke them twice, but now it says : 'Will fail if: first nuclear strike on japan executed , second nuclear strike on japan executed. I thought Japan would get an option to conditional surrender if it would fail. Can somebody explain this?

Japan has to not control Okinawa and Iwo Jima, have fewer than 40 (I think) ships, and have been nuked. I had to check as Japan what the conditions were, so I don't blame you for not knowing.
