If you're bothering with a navy doctrine as USSr, you are either wasting research andresources you could be using against Germany, or you've already won and can beat the Allies by naval attrition no matter what doctrine you choose. Base Strike is this forum's favorite.

On land, you can make anything work, although Grand Battle Plan is the worst of the bunch for Soviets due to constant front movement. ruining planning bonuses.
Blitzkrieg maximizes what you can do with motorized and armored units. If you want lots of tanks, or a very large mobile force, go for this one.
Superior Firepower favors and artillery-heavy build, and can increase air support. If you prefer "normal" divisions without an excess of armor, go for this one.
Mass Assault is effective in both branches; the left side cuts down supply usage, allowing you to concentrate more armor than normal in supply hungry regions; the right side allows your to make full-size infantrty divisions that the enemy AI simply isn't able to compete against, along with a fantastic organization recovery rate for all units.

You get both a specific theorist and a research boost for Battlefield support, making it the optimal choice. Picking a different air docrtine would only be a good idea if you know exactly what you want to do with it (Strategic Destruction can help neutralize the competitive industry of the USA in late game, or can be a potent option if you'd prefer starving your enemy of supplies rather than directly attacking them; Operational Integrity can work for a Heavy Fighter and Tactical Bomber focus if you prefer that over the CAS/Fighter approach, but this is unusual and is rarely as aeefective as Battlefield Support for USSR).
