Why can't I import anything?

I am usa 1940 cannot import anything. I have factories and covoy for it.

okay, I have 0 avaiable to trade but, when I cancel to trade it still says 0

Check to make sure you have spare civilian industry to spare - the game rationalizes it by saying that you're selling your finished industrial goods in exchange for raw materials for military use. Best way to import more is to expand your civil industry significantly. I believe the standard exchange rate is 1 factory for 8 resources - with a minimum of 1 factory for every trade deal you make, and I don't believe there are any modifiers for it.

Somehow you are using more Civilian factories than you have. This is probably why you have 0 avaible for trade.

Okay, I figured it out. They changed the system. You cant use factories from exports to import things.

Well I was confused about having 189 cf but 53 of those were from exports. It used to not matter. This system makes sense.

If you manage to change your economy to free up some civ factories then you can trade them.
