The closest thing you can do is acquire traits that increases speed on the generals or have a country with a division movement speed bonus.
The trait for faster land movement is after trickster and requires one terrain trait. That trait is so awesome to have on cavalry for overruns.
But ultimately no, light tanks are held back by the speed of motorised. You may opt to have light tank regiments operating alone without motorised or mech to slow them down, but said units will be relatively weak in combat. Anything bigger than regimental size is gonna have bad Org.
For instance if your army is made up of nothign but 10 width units then you can mix in an all armor unit 10 width unit wiht 6-10 others in a 60-120 width battle and they would perfomr fairly decent as damage gets spread around.
That would also give you the flexibility to move you armor to where it is needed, like say your front you are pushing goes over mountains, so any tanks in those divisions going over are a handicap.
Instead I would add armor or firepower to the light tank design without worrying about the speed reduction as long as it stays faster than motorized. Motorized being a little slower gives some wiggle room to improve the light tanks without needing to maintain their default speed.
My templates are between 1-5 light tank battalions with 5-9 Motorized. Depends on whether I want a light armor division or a motorized division with a little supporting armor. Also depends on how many light tanks and motorized I happen to have available. The 1 Light Tank / 9 Motor Infantry template I use more often later on to support armies with medium tank divisions or as a second line quick reaction force to plug holes any holes in a front line of mostly foot infantry. Templates with more light armor I would use in the early part of the game before medium tanks are available. Light tanks and motorized may also be used as part of a mixed template as a stepping stone transitioning to templates with more medium tanks with mechanized infantry.
