Why is the kaiser not returning

I'm just gonna say that on my 5th ironman run of imperial germany, the kaiser never returned even tho it said he did and it ended up being mackensen the ENTIRE game.

Have you completed the requirements for the Return of the Kaiser focus? If so, the Netherlands will decide whether it will send Wilhelm II back or not (depending on the fact if Germany has a strong military or not).

If Germany has a weak military or perhaps no military, the Netherlands will reject the offer, which that means Wilhelm III will take over instead. This will be a prelude to the Renovatio Imperii if you choose 'Expatriate the Communist' focus later.

well thats why i am not getting wilhelm II but the other kaiser just won't return.
