HOI4 MTG playing as UK not historical focuses, got stern message from USA

Hi all

I am playing as UK with historical focuses off. I put USA on random. Italy and Japan has left the London naval treaty.

I am in February of 1938 and I get this pop-up message where I got a stern warning from the USA that I need to build down my capital ships. Since this is my first game trying to get my bearings with MTG I play with ironman mode off.

First time I said yes and got 30 days to build down my capital ships, If I didn`t comply USA and France would get war goals against me. I did not comply ending up in a war with France. At this time I had choosen to leave the naval treaty myself.

Reload time: Did not leave the naval treaty got same message from the USA, but this time I said no, if I did this then USA would war goal against me, but they didn`t.

Under naval treaties it say that we are above United States in capital ships strength.

Anybody else experienced this ? If I were to build down anybody know how many ships to get rid off?

Ps have not build any new capital ships
