How do I revert Hearts of Iron IV to patch 1.4 after patch 1.6?

The guide does not work any more.

"How to change patch level
1. Exit the game
2. Right click Hearts of Iron IV in Steam
3. Select Properties
4. Go to the tab called 'BETAS'
5. Select desired patch level in the drop down list
6. Download update"

Because the "oldest" patch is 1.5.4 and I want patch 1.4- How can I do this now?

I could never have guessed that the law could effect a game this much. Atleast there is a workaround now if I want to play older patches-
