For a challenge but interesting country I'd suggest Italy or Japan.
As the others said with USA you just have to wait and build up.But when you entered the war,you can lead your allies to the victory because of your both industry and military force.
Basically USA doesn't teach your fuel mechanics at all, so it wouldn't be advise from a practical learning point of view more a nothing can really go wrong here view... its basically the ireland of CK2 for brand new players.
Italy is good to learn general combat particularly army, however their fleet although large will have some fuel issues, so it along side japan are a little more intermediate in difficulty.
Russia is probably the best MTG nation to learn on, due to their rather balanced oil income giving them fuel for 75% of their tasks without worry while also having a large manpower pool, but an average starting infrastructure, however alot of expansion potential.
So as it stands russia is probably more fun to play as like a choose your own adventure book.
I agree with the above that Japan and Italy are really good play. Both have a good mix between action, power, balance, and risk for a newer player.
You can try and play the civil war since that can be a challenge, But after that it again becomes boring
