600ish and you should improve relations with everyone first as well. Also ensure you go down the indian autonomy focus first... even though that's counter-intuitive.

Also it still takes years to get the actual nations down from dominions to the stage where you annex, even with the other handful of focuses that reduce autonomy.

Also it apparently fails to core half the countries.

I believe it does not core it all because of how broken a fully cored india + rest of dominions + mainland UK would be.
