The problems with this strategy is
1. No matter how big my army is when I capitulate I always only have 1 division escape
2. Its so annoying having no factories this means that when your 1 division dies its game over.
and yes, you can get this achievement and don't die for danzig (another hoi4 1939 start achievement.)
You need to form a defensive line near Warsaw with one more city, and you are done. Entrench and let the Germans kill themselves.
I'm on the latest version of course. I never roll back, and one of my steam friends just recently did the challenge on the latest version with the tactic I described, so it's very much possible.

Also, right before Germany takes all your states, mass recruit division till you have no manpower left, then cancel the recruitment to gain a manpower bonus, just like you see here in this picture. Moreover, focus all your mils on inf equipment.
