Try selecting the fleet and giving it a different mission to the other fleets in the task force.
I just tried with a force that had Surface and Subs, and got the Subs convoy raiding and the Surface laying mines without much issue.
That means you have one admiral per fleet to do what you want them to do. Difference is now your fleet can do more than just raid convoys in the assigned regions, because of your task forces.
One example: 1 admiral: 10 subs task force, and , I dunno, 1 light carrier 2 Heavy Cruisers and 8 Destroyers.
the sub task force can raid convoys and the carrier force can be escorting convoys. All in the assigned region that your fleet/admiral has.
If you want to have subs/patrol/etc in other regions you make a new fleet and give them another admiral.

TL;DR
Task forces operate in the regions given to your admiral/fleet; you have to make a new fleet if you want to operate in different regions.
Only thing I did not find out is, how do you remove a fleet assignment, right now I just get rid of the fleet altogether
