Report a translation problem
First I made conference in 1937 (probably date is not important just to have some overview) I choosed one topic - everyone agreed. Right after i chooses 2nd topic - think New Zealand refused. Could nto continue to choose federation.
Second game I took more time and gave India autonomy first (it should not be needed for achievement but I said myself they could block it or something) - so it was in 1938, I choosed one topic again (think trade) and this time one country opposed right away. No more topics available.
Thinking about it now "maybe" it is if some topic is denied by participant you can not progress to another.
Anyway at next game I am going right for confederate. (Luckily those were fast games for Achievement only with just couple of minutes spent so I am not so mad about it)
PS: Opted for 1.6.1 beta
did you have a majority say no on a topic?
Also what game version are you experiencing this in now? I've done it on 1.6.0 but havent had another try since going to 1.6.1
