Manchukuo Obedience path useless?
So, I wanted to try something new and wanted to play as a nice Puyi-lapdog for the mighty Hirohito. Thought myself "Well, if get the 'National Cooperation Government' Focus really quick, Japan will surely give me all the Chinese lands so I can pump myself up and support him, Emperor-to-Emperor-Style."

OK, so I played, got the focus even before the war, was a good boi, gave Japan as many Expeditionary Forces as possible (which aren't much like we all know) but we managed to win the war, I even managed to get 5% of the warscore.

And then, the peace conference aaaaaand - Japan either takes it or puppets it away.
And now I would like to know: Why?
Why do we have such a focus, intended to give Manchukuo the power to get out of the frosty Manchuria, just to then get cucked by Japan in the peace conference without any power to do anything (Japan took almost all states before it was my turn and I started with 0 points +13/round, and in the second round Japan took the rest.
Especially the following focus is completely irrelevant afterwards, cause you will never reach 20% of Japans manpower and factories without any land.

It's just frustrating that it gets ruined by such stupid AI mistakes :(

That's just Japan in general. I use player lead peace conferences so that I don't have to deal with the AI creating border gore like crazy, but the Japanese AI tends to just take a chunk of china and puppet everything else. As far as I'm aware in my 700+ hours the AI doesn't even know how to give states to other nations.
