1 puts you a leader depending of waht focus you do and the other give you the Civil war
For reference, Sean Allgood Murphy is tied to the Brotherhood resolution to the Barons War and the middle Focus path in the Baja focus line.
quick edit: Some people don't have focuses in certain events, so watch for that.
If you want to pick whatever you want and avert the civil war, get "Hero of the Mojave", this causes an option to appear and allow you to place Aaron Kimball in control of the NCR if you didn't choose enough focuses partaking to a certain individual and their party. IIRC the focuses are things like the Baja, your army marshal (Petersons War), and the Barons war.
Remember: Elites are Barons, Ruler is Sean Allgood Murphy, intellectuals are Grant.C.Hayes and I believe people is Kimball. Just read the focuses and it should mention who your about to support. I often get barons because of big jims manpower boost, so I'm not sure about how the game handles Kimball if you went with barons or such. Don't worry about your ideology either, it will stay people, no matter who becomes president.
