Has anyone else seen the Unaligned States of America?

Not sure what happened, as I was playing France. No historical focuses. Only running Player Controlled Peace Conf Mod. Just before the New american civil war started, a new Country named the Unaligned States of America formed around Illinois, Indiana, Michigan, Iowa and Minnesota. They never declared war on the USA or the Confederacy. Their leader is Evander Leon. Cant find anything about it on the wiki. Anyone know how to make this happen?

I have seen the Confederates having the monarchist Thirteen Colonies flag before prior to switching to the Confederate flag

I saw it in my game with my friend, she decided to try doing commie US, the northern great lake states all left and formed the Unaligned States when she had the CSA secede. It also really ♥♥♥♥♥♥ with her frontlines somehow.
