If you check the Box which says "Show Outdated Equipment" you can see what equipment is outdated and you can use them if you'd like, though really using outdated equipment is only useful if you have a massive amount of need for say, Infantry equipment, or you need something that cost less resorces.
So I was scrutinizing the infantry equipment, checking, and unchecking the show outdated box, and realized it was the Yorktown class of carrier they are saying is obsolete (in 1938). <chuckle>

There are different background colours for outdated and active equipments.
No Template pops only when you are producing something that is NOT being used in any of your unit templates. So either you are wasting industry on stuff you don't need or building a stockpile for future upgrades to your templates.
As for what it is? You can't see that at a glance but will have to go through your templates
The No Template pop up does tell you the name of the equipment if you hover over it. That's much more helpful! I am still in basic training with this game. Steam shows 30 hours played because I've had it running while watching YT videos, which have an unnerving tendency to dance all around the specific “how to” I’m looking for! <G>
