How to steal blueprint?

There's the blue print factor in the operation sections however there are no options to steal any mechanics or items when having a spy in another country. Is there a way?

In order to steal a blueprint you first need to "infiltrate the army, navy, airforce or civil administration" (Then when you steal a blueprint it will coroaspond with the department you infiltrated - if you infiltrate the army and then steal a blueprint you will get a military blueprint (which gives a very large bonus (200%+) to researching of that tech).

In order to infiltrate on of the departments you need to have built up a sufficient spy network (Select one of your spies and press the built intel network button and then press the country you want to create a spy network in.)

Big problem is is that you need 2 spys to infiltrate, 3 spies to actually steal making it absolutely worthless and useless as a minor nation with no illusive gentleman

Well, minors should be minor....hence the name, get it??

My issue with blue print stealing is having zero idea or having no influence on what you steal. trying it for the first time as the UK, I got GER's 1936 Military Police tech....about the most useless tech could get from them, besides submarine tech.
