French Union or Encourage Immigration?

I've tried the French Union path and it failed horribly despite my 100% compliance which I thought would have been good enough to win the colonies over. Is developing the colonial economies required before they will accept? What are the referendum success triggers? Or am I best to just go Encourage Immigration every time?

Just checked the game files, it would appear that it is next to impossible to get the colonies to accept (Like 5%-15% chance). Honestly I don't see the point of the decision if the only modifier to the AI decision is "Promised Independence" for 0.25. I'm no programmer or modder, so im not 100% sure I'm reading the event information correctly, but if it is true then it's almost always better to go Immigration

Yup, learned it the hard way. French Union is useless.
