On the other hand if you are playing non-ironman you can use the ~ key to open the commands menu and type in "Set_Ruling_Party Fascist" and it will automatically make you Fascist.
The same in true for all 4 of the base game ideals.

For example, if I am playing Turkey and I wish to go Fascist, I wait until I have 150 political power and purchase the Fascist Demagogue. He will then slowly boost that political party popularity inside Turkey. I can also use my National Focus tree by going down the Fascist focus tree path. Since I have the Fascist Demagogue, I get decisions for the rise in Fascism. I can either choose to do a civil war, which is not really the best choice, but it is the fastest (if you can win, of course), or I can allow Fascism to increase until the 50% mark and use 100 political power to hold a National Referendum to become a Fascist nation peacefully and intact.
Note: depending on mods installed and DLC acquired, some countries may or may not have the desired focus trees for some ideologies.

Nope, that's it.
You could have your political party/ideology boosted by another country through Diplomacy, such as Germany boosting Fascism in Turkey, but the AI doesn't do that unless the boost of a certain ideology is otherwise a part of one of their National Focuses, which in the case for Turkey, isn't so.
Germany could boost Fascism in Hungary or Romania through the "Align Hungary" and "Align Romania" National Focuses, respectively. However, the chances of Germany choosing those focuses is entirely up to the AI and doesn't matter anyway if you're not playing those countries.
In the case of multiplayer, a human player controlling the country of the ideology you want to be too can boost your political ideology through Diplomacy, but that's also entirely up to them to spend their precious political power on your behalf. Some multiplayer games even ban boosting political ideologies in other countries through Diplomacy for the most part.
