they do get some supply from other cities (victory points), but it is quite small amount compared to what comes from capital.
troops do however get all their equipment from the capital, so encircling capital is a good way to stop them re-equipment (which also means that you will capture more equipment when you take their capital/conquer them).
however, doing encirclement on berlin is quite difficult, and i suggest not to attempt this unless you know what you are doing...keep in mind that you will get low supply also... also notice that if you have allies or volunteers in the war, they are likely to take the capital, and you just did that encirclement with nothing to gain.
only time i did this tactic on germany was as soviet, but i found it much easier to just breach through by land instead of naval invasion.
but if you play as japan, this is a great way to easily beat china (with minimum casualities), as you will have lots to gain and high chance of success.
you can also do this against uk, since encircling london is easy to hold with lots of ports to get supply from.
i would instead suggest a other tactic to stop supply for use against germany.
strat bomb infrastructure in berlin.
if infrastructure is ruined, their troops will serve massive penalty. this is however expensive in IC to make enough strat bombers, so you will have less equipment for ground divisions.
uk however can easily do this, since they have quite low manpower to start with...
it is actually too easy to beat germany if you use this, which is why most multiplayer games ban strat bombers.
Then they will fight at a reduced strength denoted by the brown bar next to org. The lower their strength, the lower the percentage of their strength they're fighting as.
Granted you can still put men on the frontline without equipment but if the otherside is well supplied then the fight will go most likely one sided but you may still wish to do it in order to delay the enemy at the expense of your manpower.
