If however you want to speed things along as Germany, split Slovakia with them and they pretty much join on the spot.
Outside of that, you kick up world tension above 80% i think so non alligned's can faction up, this usually brings Hungary in too.
Also, with historical on, they'll eventually go facist anyway through a focus.
So either you can boost ideology, use the focus, or just wait. Hungary naturally has a facist acceptance, so you can do a NAP + military access to easily boost opinion. Don't forget to give them Slovakia and Transylvania.
