Waking the Tiger Steam Key in germany?
(I've already looked at the paradox forum post for german users, it only mentions a situation if the base game is bought, not the DLC's.)
Now, I wanna buy Waking the Tiger as a steam key, because the price is too high for me, and keys are usually cheaper. So my question here is if it's the same case as I meantioned in the beginning, will steam just refuse the key? or can I safely buy one and activate it?

Not tryna advertise but don't waste your money for 1 dlc when you can have ALL for the same price.

I don't think what you're saying is true, I just checked the colonel edition upgrade page, and it only gives you cosmetic DLC, not any of the Extensions.
Also checked some reviews of it, most of them aswell say that it's just cosmetic.
But even if the deluxe edition had some sort of an season pass, it still wouldn't answer the question if seperate DLC's from the uncensored game being are able to be used in the German cencored version.

Okay, I checked out a few more 20 sites for the DLC key, after going to {LINK REMOVED}, the page of the key offer confirmed it works in germany.
