I need to sign a non agrassion pact with UK, but they dont like my goverment

well, you have 2 options if you want non aggression pact with uk;
you can change ideology (democratic)
or change theirs.

you could also use console command "yesman" to make him accept it then turn it off once he does if you just want to bypass that requirement.
