Is there a fix for "Government Corruption," and "Ineffective Bureaucracy?"

I've been playing as Sinkiang and I did the opposition and all the industry parts, then when I got the Communist Chinese tree, I've done alot of it but I don't see anything to remove these spirits and it's killing my political power. Anything?

your permitted the opium trade so you can't remove government corruption

and for ineffective bureaucracy i'm not sure, but i don't believe you can remove that either because the focus to remove it is in the warlord tree, not the communist china tree

I banned the opium trade in the warlord tree, and I know this because it bypassed the "Ban the Opium Trade," option in the Communist tree.

"Root out Corruption" and "Reform the Administration" are the Sinkiang focii.
They are in the Internal Politics bit.

New Model Province and Co-Operation with the Nationalista are the prerequisites.

Not sure if the PRC tree can help you out.
