Does getting the achievement have any lasting impact?

Uh no? Achievements are just bragging rights, they don't do anything else other than giving you an icon. Unless you're talking about games that give you a reward for getting achievements like ingame gear or something, which no none of HOI4's achievements do anything.

Alright, well I heard a reference at one point where if you had it some nations would give you a general with the trait.

I think it unlock the Bear General Vojtek while playing as Poland .

I know that much, but I heard that if you have the achievement other nations get generals with the trait, like in mods, as if theres a check to see if you have the achievement.

I've never heard of that before, but if it is true that's still based off of a persons mod, for the vanilla game it doesn't do anything special, other than giving you General Vojtek for the rest of that game.

Bearer of artillery, i unlocked it and got a new general for Poland. It is a Beer general Vojtek who have passive +10% to damage from artillery weapon. You can get him only once per game. So if you do it and yours game will be end. You must do everything again to get it one more. So it is waste of time because war is end when you got it.
