Buy the cabinent member of the ideology you want to change to, this opens up political decisions one of which prepares you for civil war, I have never voluntarily started a civil war so im not sure what happens next, but I imagine it leads to starting a civil war at some point and you have a degree of control over when and where, as well as how much support from the army you get.
The other way is to do the same as above OR just by relying on the focus tree if there is a focus which can give support for the idology you can take, only you don't do any decisions, eventually a civil war will start but you will have zero control over when, where the line is drawn and where your forces will be.
