how do i do a non aggression pact with an enemy?

i'm playing as fascist netherlands, i have a war goal on luxembourg which is guaranteed by the UK, which i don't want to kill me.. I tried with improve relation but it won't work...
how do i do that?
i should have made luxebourg fascist shouldn't i?

yes you should have. Only way to get it to go bye bye is to fabricate on Luxembourg but before it completes join the Allies so you can declare war without the UK defending them.
You can join the Allies as fascist Netherlands by going to war with Germany (while being factionless)
