How dose special forces limit work?

I have around 285 hours on hoi4 maybe more but i want to get into mp games but i want know how to special forces limit works

5% of your battalions (not divisions) can be "special forces:" paratroopers, marines, and mountaineers. You can up it to 10% at the bottom of the infantry research tab.

If you mouse over the button to build a special forces division, the tooltip will tell you what your percentage is and how many more regular battalions you need to build before you can create a new division.

There's also a minimum of 24 battalions.
