Why doesn't the PRC or ROC have cores in Tibet or Mongolia
Historically inacurate.

not really, china is still trying to "core" tibet to this day, and mongols are generally dominant in mongolia anyway

Tibet was part of China since the Yuan Dyansty thats like 800 years of being part of China. Outer Mongolia was colonized by Russians

Tibet perhaps seeing as it had been Chinese up until 1911, however the ROC had freely given it it's independence which speaks against them having cores on it.
Mongolia was never an integral part of China. From what I know, it was a de-facto Chinese vassal until 1911 but that doesn't mean China should have cores on it.
Heck Mongolia should have cores on China seeing as they owned China with the Yuan Dynasty back in the day

The Yuan Dynasty is a Chinese Dynasty. China isn't a ETHNO state like Japan or Korea it is a Multi Ethnic empire. Qing and Yuan were both non Han but they are accpeted as Chinese. Most Mongols live in inner mongolia, Qinghai, and Gansu. ROC claimed not only Tibet but outer mongolia as well but the PRC gave up their claim to apease the soviet colonizers.

Imagine this, 800 years ago this is what Europe looked like. https://www.euratlas.net/history/europe/1100/index.html Do you notice the differences between that and today? The fact that the world has completely revolutionized several times since then? Having cores from nearly a thousand years ago isn't particularly accurate historically, if anything there would be more change and more differences between the two groups. Sorry to burst your history boner, but your history boner is completely inaccurate. :D

There are actually focuses with WtT that give both Chinas the ability to take back Mongolia and Tibet.

At this point, might as well give them cores on half the islands in the Western Pacific then...
